Title XIX of the Social Security Act is a program that provides medical assistance for certain individuals and families with low incomes and resources. The program, known as Medicaid, became law in 1965. Medicaid is a jointly funded venture between the Federal and State governments to assist states in the provision/ implementation of adequate medical care to eligible needy persons. Although the Federal government provides broad guidelines for Medicaid, each individual state is responsible for: 1. establishing its own eligibility standards; Thus, Medicaid program benefits vary considerably from state to state, as well as within each state over time.
